The public safety protection system comprises a collecting module, an adjusting and controlling module, a positioning module, a general control module and an early warning module; the collecting module is used for collecting public safety information; the adjusting and controlling module is used for judging whether a public safety information value is within the range of a predicted value or not, and grading the public safety information exceeding the predicted value according to the urgency degree if the public safety information exceeds the range of the predicted value; the positioning module is used for positioning an occurrence position point of the public safety information exceeding the predicted value, and the positons of persons near the position point; the general control module sets a rescue strategy according to the public safety information and the position point determined by the positioning module; andthe early warning module receives the public safety information, exceeding the predicted value, in the adjusting and controlling module, conducts alarming, and calculates the best escape route for each person according to the positons of the persons near the position point. According to the public safety protection system and method, various possible public safety problems are effectively monitored, early warning is conducted on the persons and related departments in advance, and a rescue scheme is reasonably assigned according to specific circumstances of the safety problems.
