The invention discloses a cast-in-place pile top concrete elevation control device and an installation and recycling method thereof. The cast-in-place pile top concrete elevation control device comprises a concrete floating plate, indicating balls and a telescoping rod, wherein a concrete pouring conduit hole channel used for a concrete pouring conduit to pass through is formed in the middle of the concrete floating plate, four grout leakage holes used for concrete grout to leak out are formed in the circumference around the floating plate, and two pull rings are arranged on the portion, at the bottom ends of two telescoping rods, of the floating plate. The two telescoping rods which can stretch out and draw back in the height direction to change the height are arranged on the concrete floating plate, pull hooks are arranged at the bottom ends of the telescoping rods respectively and used for pulling the concrete floating plate, and after the telescoping rods penetrate through hangingrinds, and the top ends of the telescoping rods are provided with the indicating balls respectively. Hanging rings are fixed to clamping devices, the clamping devices can freely move up and down on hanging steel bars of a reinforcement steel cage, the hanging steel bars of the reinforcement steel cage are provided with reinforcement steel cage hanging rings which are hung on a reinforcement steelcage hanging transverse beam at a cast-in place pile hole, and the reinforcement steel cage is hung on the two sides of the transverse beam and supported by the well wall.
