The invention provides a municipal road pipeline reinforcing protecting system. The system involves a base and an unloading device, wherein the base is a soil and stone layer subjected to punning treatment, a pipeline is laid on the base, and the unloading device is buckled on the upper portion of the pipeline in an inverted-V shape. The invention further provides a construction method of the municipal road pipeline reinforcing protecting system. The method comprises the steps that S10, a road surface is broken in the pipeline laying direction, excavating is carried out to form a groove for pipeline laying, protecting is well carried out to ensure the stability of slopes; S20, the bottom surface of the groove is flattened and is subjected to punning to form the base; S30, the pipeline is laid in the groove; and S40, the unloading device is buckled on the pipeline in the inverted V shape, a groove soil layer is subjected to backfilling, and the road surface is restored. According to thesystem and the method, by utilizing the directionality and decomposability of force, when the local collapse occurs on a pipeline laying line, the impact force on the pipeline when earthworks on theupper portion of the pipeline sinks downwards under the action of gravity acts on an inclined plane of the unloading device, the force transmission direction is changed through the angle of the inclined plane of the unloading device, the impact force is unloaded by the inclined plane, and the pipeline is prevented from being damaged.
