The method comprises the following steps of step 1, formulating a ventilation, smoke exhaust and dust removal scheme during tunnel excavation; step 2, formulating a tunnel drilling and blasting scheme, adopting a double-wedge-shaped cutting and full-section excavation construction method for excavation construction of the III-level surrounding rock cave section, and excavating the IV-level and V-level surrounding rock deep-buried cave sections in an anchor rod supporting and step method mode; and step 3, after the tunnel is excavated, firstly lining an inverted arch, then filling the inverted arch, and carrying out pavement baselayer concrete construction, and after primary support convergence, completing arch wall concrete construction through one-time lining by means of a lining formwork trolley. According to the method disclosed by the invention, the working face of each cavern can be scientifically utilized, time is strived for, construction period arrangement is reasonable, workers of all types of work can be in continuous construction, specialized construction is achieved, reasonable lap joint among all types of work is realized, invested construction resources are relatively balanced, organization work of resource supply is facilitated, and construction efficiency is improved.
