The inventio provides a radiant floor heating floor and a heating system. The radiant floor heating floor comprises a decoration layer, a base material layer and a balancing layer which are arranged in sequence from top to bottom and further comprises a first heat conducting layer and a second heat conducting layer, the first heat conducting layer is arranged between the decoration layer and the base material layer, and the first heat conducting layer is a graphene coating. The second heat conducting layer is arranged between the balancing layer and is a graphene paper film. The heating systemcomprises the radiant floor heating floor and a heating layer, the radiant floor heating floor is the above radiant floor heating floor, and the heating layer is arranged below the radiant floor heating floor and comprises heating elements and a heat preservation layer. Grooves are formed in the heat preservation layer, and the heating elements are arranged in the grooves. According to the radiant floor heating floor and the heating system, fast heat conduction can be achieved in the longitudinal direction and the transverse direction, heat is evenly transmitted, and the advantages of being fast in heat conduction and good in uniformity are achieved.
