The construction method comprises the steps that a local runoff volume control objective is determined to calculate rain water collection and recycling parameters, wherein the water pressure, lift and flow parameters are calculated; a construction drawing and construction technical requirements are clearly determined, and water supply and drainage of an engineering site and the environment around the site are surveyed on site; according to the design drawing, on-site verification is conducted; a rain water collection and recycling device is built; after the mining wasteland is subjectedto ecological restoration and landscape remodeling, a new thematic function mode is formed, rain water is collected by using the built rain water collection and recycling device, and the collected rain water is sued for irrigating plants in a landscape remodeling main functional area of the mining wasteland.
