The device comprises a transverse guide rod and a tire type loading mechanism, and the tire type loading mechanism is movably connected with the transverse guide rod through a transverse moving mechanism; the transverse moving mechanism is movably connected to the transverse guide rod through a gear train; the two sides of the transverse guide rod are fixedly connected with supporting legs through bolts correspondingly, and the lower ends of the supporting legs are fixedly connected with longitudinal walkingmechanisms. A hydraulic system and a measurement and control system are further included. The test method comprises the following steps: selecting a test point, moving the tire type loading mechanismto a position above the test point, setting test parameters, and carrying out analysis and calculation of dynamic and static deflection.
