The device comprises a heat supply system arranged on the fishway side wall of the fishway, the heat supply system comprises a water injection pipe and a plurality of water injection branch pipes arranged along the fishway side wall from a fishway opening, one end of each water injection branch pipe is connected to thewater injection pipe, the other end of each water injection branch pipe extends into fishway water flow beyond the fishway side wall, a plurality of gear-like water injection cavities are horizontally supported on the water injection branch pipes respectively, each gear-like water injection cavity comprises a cylindrical tooth-shaped outer wall, a rear wall close to the side wall of the fishway,a front wall far away from the side wall of the fishway and a cylindrical supporting part arranged centrally parallel to the middle of the tooth-shaped outer wall, a water injection branch pipe hole is formed in the position, corresponding to the cylindrical supporting part, of the rear wall, a water injection hole is formed in the eccentric position of the front wall, the thickness of the supporting part is smaller than the thickness of the tooth-shaped outer wall, the water injection branch pipe penetrates through the water injection branch pipe hole and extends into the gear-like water injection cavity along the supporting part, and the tooth parts of the plurality of gear-like water injection cavities are meshed with a chain so as to be driven by the chain.
