The invention discloses a vegetation restoration method for a mine high and steep rocky slope. The vegetation restoration method comprises the steps of crushing mine waste rock, backfilling the crushed mine waste rock into a mining area to level the high and steep rocky slope of the mining area, uniformly spreading vegetation seeds on the surface, applying a sand-soil mixture to the surface, spraying water to the surface of the high and steep rocky slope, and then performing soil turning on the high and steep rocky slope; covering transparent plastic films from the bottom to the top of the slope of the mining area, wherein a water through ditch is formed between every two adjacent plastic films; after the vegetation seeds germinate, digging holes in the transparent plastic films above thegerminated seeds so that seed buds can stretch out of the transparent plastic films from the holes, and performing manual water replenishing along joints of the plastic films; when the plant height is5-15 cm after the vegetation seeds germinate, removing the covered plastic films, thinning out tree seedlings in the area where the tree seedlings grow intensively, and then replanting the tree seedlings in the area where the tree seedlings grow sparsely; and performing normal management in a tree growing period.
