The invention discloses an urban river black and odorous sludge pipe-bag treatment process and a system thereof. A pipe bag consolidation storage yard, a filtrate collection ditch and a filtrate collection pool are built on a river bank on one side of the range of a river channel section to-be-treated; the river channel section to-be-treated is isolated through a river blocking cofferdam; after isolation, black and odorous sludge in the riverway is pumped and discharged into a sludge pipe bag arranged on a pipe bag consolidation storage yard through a slurry conveying pipe; a sludge pipe bag is filled, when the sludge pipe bag is filled, a prepared regulator and a flocculant are added into the sludge pipe bag for degradation; the sludge pipe bags in a pipe bag consolidation storage yard isdehydrated; after the moisture content of the sludge in the sludge pipe bag meets the required consolidation moisture content standard; the sludge pipe bags can be piled up or covered with soil for backfilling; according to the method, the influence on the surrounding living environment is reduced, the construction cost is reduced, the green in-situ treatment of the black and odorous sludge of the river channel is realized, and the damage of sludge treatment to the ecological environment of the river channel is reduced.
一种城镇河道黑臭淤泥管袋治理工艺及系统，在待治理河道段所在范围一侧的河岸上建设管袋固结堆场、滤液收集沟与滤液收集池，并且通过拦河围堰对待治理河道段进行隔离，隔离后将河道内黑臭淤泥通过泥浆输送管抽排到置于管袋固结堆场上的淤泥管袋内，将淤泥管袋填充，在填充淤泥管袋的同时对淤泥管袋内加入配置好的调节剂和絮凝剂降解，淤泥管袋在管袋固结堆场脱水，待淤泥管袋内淤泥含水率符合要求的固结含水率标准，即可将淤泥管袋进行堆存或覆土回填，持续或间断对待治理河道段黑臭淤泥进行抽排，直到河道内黑臭淤泥抽排完成，本发明减少对周边生活环境的影响，降低施工成本，实现河道黑臭淤泥的绿色原位处理，降低淤泥治理对河道生态环境破坏。
