The invention discloses a composite HDPE film prevention and control system for an emergency facility base and a construction method. The construction method comprises the following steps of selectingmodular composite HDPE film prevention and control materials, wherein the composite HDPE film prevention and control materials comprise two pieces of cloth and one film which are compounded on site,and the two pieces of cloth and one film consist of an enhanced HDPE geomembrane and widened geotechnical cloth; performing a quick splicing process, wherein the quick splicing process comprises a welding process for the enhanced HDPE geomembrane and an overlapping process for the widened geotechnical cloth; a welding seam detecting process, wherein the welding seam detecting process comprises a through-length welding seam one-time pressurizing depressurizing detecting method; and forming a universal patch component, wherein the universal patch component is formed by extruding and welding double layers of HDPE films. According to the composite HDPE film prevention and control system for the emergency facility base and the construction method, finished product protection, quick connection and detection of the prevention and control system can be upgraded, and finally, high-efficiency pollution prevention and control of the emergency facility base is realized; and the composite HDPE filmprevention and control system for the emergency facility base and the construction method have the advantages of high standard, high efficiency, short construction period, high practicability, and easiness in base quality control.
