Non-inert gas with the electronegativity smaller than that of oxygen is introduced to a growing surface and is in adsorption competition with oxygen, accordingly, the chemical potential of the oxygen on the growing surface of the oxide is adjusted and controlled, and control over the valence and phase of metal elements in the oxide is achieved.
