The invention provides a pile and column integrated prefabricated bridge lower structure and a construction method thereof. The bridge lower structure comprises a prefabricated bent cap and a prefabricated tubular pile, and a preformed hole and a preformed grouting hole which communicate with each other are formed in the bottom of the prefabricated bent cap; the tops of the prefabricated tubular pile is inserted into the preformed hole, and the prefabricated tubular pipe and the prefabricated bent cap are connected through corrugated pipe grouting; the bottom of the prefabricated tubular pileis inserted into an embedded hole formed in the ground in advance and is fixedly connected with cement stirring soil. The prefabricated tubular pile comprises at least two sections of tubular pile bodies which are sequentially arranged in the length direction of the prefabricated tubular pile, every two adjacent sections of tubular pile bodies are connected through a connecting structure, a plurality of reserved steel bars are arranged at the top of the prefabricated tubular pile body and connected with main bars in the prefabricated tubular pile body, and the reserved steel bars are located in the corrugated pipe. According to the bridge lower structure, construction of the fabricated bridge substructure can be rapidly achieved, site occupation is reduced, and based on the construction method provided by the bridge lower structure, the construction efficiency can be improved, and site occupation is reduced.
