The invention, which relates to the field of bridge construction auxiliary equipment, provides a water enclosing device and a water enclosing method. The water enclosing method comprises the followingsteps: hoisting and sinking a fragmented template to an elevation position required by designed water enclosing, and assembling a sleeve box; fixing a plurality of bottom plate blocks to the inner wall of the bottom of the sleeve box in the circumferential direction of the sleeve box to form a bottom plate; fixing a plurality of telescopic driving pieces to the inner wall of the bottom of the sleeve box in the circumferential direction of the sleeve box above the bottom plate, and fixing the end, away from the sleeve box, of each telescopic driving piece to a force transmission cross beam; arranging a rubber belt in the circumferential direction of the bottom plate and fixing the rubber belt to the end, away from the telescopic driving piece, of the force transmission cross beam; fixing multiple top plate blocks to the inner wall of the bottom of the sleeve box in the circumferential direction of the sleeve box; and starting the telescopic driving pieces to enable the telescopic driving pieces to push the force transmission cross beam to move towards a to-be-maintained structure until the rubber belt is abutted against the top plates, the bottom plate and the surface of the to-be-maintained structure. The water enclosing device and a water enclosing method are simple in construction process, environmentally friendly, capable of being repeatedly used and wide in application range.
