The invention relates to a rotary friction energy dissipator. The rotary friction energy dissipator comprises a first rotary assembly, a second rotary assembly, a plurality of friction plates and a plurality of fasteners, wherein the first rotary assembly comprises a first connecting plate and first clamping plates, and the second rotary assembly comprises a second connecting plate and second clamping plates; the plurality of first clamping plates and the plurality of second clamping plates are sequentially spaced in parallel and rotatably connected, the friction plates are attached between the first clamping plates and the second clamping plates, and the fasteners are arranged in parallel and at intervals and sequentially penetrate through the second clamping plates, the friction plates and the first clamping plates; and the rotation points of the first clamping plates and the second clamping plates are taken as centers, and a plurality of arc through holes for the fasteners to penetrate through are formed in the first clamping plates. According to the rotary friction energy dissipater, when a first connecting piece and a second connecting piece are subjected to rotary deformation, the fasteners slide along the arc through holes, seismic energy is dissipated, and engineering structure damage is reduced.
