The invention provides a bolt tightening device and a bolt fastening vehicle. The bolt tightening device comprises a machine frame, a telescopic assembly and a tightening assembly, wherein the machineframe is provided with a guide rail; the telescopic assembly is slidably connected with the guide rail; and the tightening assembly is connected with the telescopic assembly. By arranging a guide rail-telescopic assembly-tightening assembly structure, the tightening assembly can move freely in two directions of the guide rail extension direction and the telescopic assembly expansion direction. During the working process, when the tightening assembly needs to be moved to a target area for a long distance, the situation can be achieved through the guide rail on the machine frame, and after thetightening assembly is moved to the target area, a user can accurately adjust the position of the tightening assembly through the telescopic assembly to align a bolt to be tightened and realize automatic tightening; and then, the structure of optimizing the bolt tightening device is realized, the practicability and reliability of the bolt tightening device are improved, the operation efficiency oftightening is improved, and the technical effect of user experience is improved.
