The regulator comprises the following raw materials in parts by weight: 27-32 parts of hydroxyl carboxylate; 14-16 parts of lignosulfonate; 0.2-0.4 parts of guar gum; 16-18 parts of a modified antifreezing agent; 140-160 parts of water, wherein the modified antifreezing agent is prepared from the following raw materials in parts by weight: 0.5-1 parts of an environment-friendly defoaming agent; 2-4 parts of an environment-friendly dispersing agent; and 95-97 parts of 1, 2-propylene glycol. The anti-freezing performance of the wet-mixed mortar can be improved, and meanwhile, the mortar regulator is prepared from non-toxic raw materials and has the advantages of being green and environment-friendly.
