The breakwater comprises a fixed embankment and a movable embankment, the fixed embankment comprises a fixed embankment body, the fixed embankment body is fixed on a coast foundation bed, the movable embankment is fixed on the surface of the fixed embankment body; an air chamber structure is arranged on the upstream side of the movable embankment and comprises an upper concrete cover plate and a lower concrete cover plate which are fixedly connected with the movable embankment, the upper concrete cover plate is provided with a wave dividing step, the lower concrete cover plate is provided with a drainage channel; an air delivery pipe is arranged behind the two cover plates, a ram air turbine generator set is arranged in the air delivery pipe; and an electricity storage box which is connected with the ram air turbine generator set is arranged at the bottom of the air delivery pipe. The breakwater capable of bidirectionally generating power by utilizing the waves integrates power generation and wave resistance, the problem that waves are too high or the wave impact force is large is solved, effectively converting and utilizing idle wave energy is carried out, and the breakwater is stable in structure, low in cost and high in research value and application prospect.
