The dredging and desilting device for water conservancy construction comprises floating barrels, a sand-pumping silt-pumping pump, electric propellers and a supporting frame, and is further provided with an infrared emitting mechanism and an infrared receiving mechanism, wherein the supporting frame is mounted at the upper ends of the floating barrels; the sand-pumping silt-pumping pump is mounted at the upper end of the supporting frame; the electric propellers are mounted at left and right sides of the lower part of one end of the supporting frame; the infrared emitting mechanism comprises a stable-voltage power supply, an infrared emitting module and a wireless receiving module, the infrared emitting module is mounted at the upper end of the supporting frame; the stable-voltage power supply and the wireless receiving module of the infrared emitting mechanism are mounted in an element box, andare electrically connected to the infrared emitting module through conductor wires separately; the output end of a control power supply of a wireless receiving module is separately connected to powersupply input ends of the two sets of the electric propellers; and the infrared receiving mechanism comprises convex lens equipment, an infrared receiving module, a wireless emitting module, a storagebattery, a power socket and a power supply switch. The dredging and desilting device guarantees smooth desilting sand-pumping operation, and brings convenience to a worker.
