The invention relates to the field of soil remediation, in particular to a rare earth tailing remediation device and a power remediation system. The remediation device is provided with an opening in the upper part of a mixing cavity, wherein rare earth tailing soil to be remediated enters the mixing cavity from the opening; an improver adding device is arranged above the mixing cavity; a materialinlet and a material outlet are formed in the modifier adding device; an improver is arranged in the improver adding device; a set amount of the improver is discharged from the material outlet and then enters the mixing cavity; a stirring part is disposed in the mixing cavity and comprises a rotating shaft and blades; the stirring part is used for uniformly mixing the improver and rare earth tailing soil to be remediated; the mixing cavity is provided with a soil outlet, and the uniformly mixed soil is discharged from the soil outlet. The power remediation system comprises a vehicle body and the remediation device. The remediation efficiency of the rare earth tailings can be improved, and the labor cost can be reduced.
