The invention relates to a prefabricated horizontal bearing type high-toughness concrete water permeable pile and a manufacturing method thereof. The water permeable pile comprises a pile body and a pile head, wherein the pile body is cylindrical, and the pile body is of a double-layer structure in a radial direction; the outer layer is a ring-shaped structure; the ring-shaped structure is high-toughness concrete; the inner layer is a cylindrical structure; the cylindrical structure is macadam; the pile head is a conical type drill bit; and the bottom of the conical drill bit is connected to the bottom of the pile body. The prefabricated horizontal bearing type high-toughness concrete water permeable pile is designed to be the double-layer structure of the pile body. The outer layer is high-toughness concrete, and the inner layer is a macadam filler. The prefabricated horizontal bearing type high-toughness concrete water permeable pile guarantees water permeable property of the pile body, and increases a foundation consolidation rate. The structure of the water permeable pile adopts a static-pressure injection method for sinking the water permeable pile, reduces noises, and improves efficiency.
