The invention discloses a rainwater collecting and utilizing system attached to a building. A rainwater overflow system is included and comprises a top-layer water collecting tank. The positions, close to the top of the top-layer water collecting tank, of the two sides of the top-layer water collecting tank are sequentially provided with a water inlet and an overflow port from left to right. The water inlet communicates with a water collecting pipe connected with a building roof through a connecting pipe. A filter device is further arranged between the water collecting pipe and the connectingpipe. The overflow port communicates with a water discharging pipe connected with a water discharging pipeline through a connecting pipe. A water outlet is further formed in the bottom of the top-layer water collecting tank. Through communication of the water collecting pipe and the building roof, rainwater filtered through a filter is directly guided into the top-layer water collecting tank, surplus rainwater is guided into a sewer from the overflow port via a connecting pipe, water collected in the top-layer water collecting tank can communicate with the water outlet through the connecting pipe and is utilized, the water resource is not wasted, the surrounding environment of the building cannot be influenced by rainwater, and the problems existing in the background art can be effectivelysolved.
