The invention relates to a plugging filter assembly and a plugging filter. The plugging filter assembly comprises a convex filter device, a plugging device and a locking device, wherein the convex filter device is of a structure for filtering from outside to inside and used for being mounted at a drain hole; the bottom end of the outer side of the convex filter device is used for collecting debrisin water; the plugging device is mounted above the convex filter device and used for controlling conduction and closure of a sewer; and the locking device is arranged between the convex filter deviceand the plugging device, located in the convex filter device and used for locking a conduction position and a closure position of the plugging device. According to one scheme of the plugging filter assembly, the convex filter device, the plugging device and the locking device are arranged, the locking device is arranged between the convex filter device and the plugging device, the locking deviceis connected with the convex filter device and the plugging device, and the conduction position and the closure position of the plugging device can be locked, so that switching of a water draining function and a water sealing function is realized.
