The invention discloses a sleeper rapid installation and replacement tool and a using method thereof. The sleeper rapid installation and replacement tool comprises a fixed main cross arm used for connecting a fixed secondary cross arm and a hoisting shoulder pole, the fixed secondary cross arm and the hoisting shoulder pole, wherein the fixed main cross arm is fixed with the fixed secondary crossarm and is connected with the hoisting shoulder pole; the fixed secondary cross arm is used for fastening a sleeper to be in place; the hoisting shoulder pole is used for connecting a hoisting vehiclewith the fixed main cross arm; and the hoisting shoulder pole is connected with the fixed main cross arm. According to the sleeper rapid installation and replacement tool and the using method thereof, the sleeper can be rapidly hoisted to the to-be-mounted position, axial positioning of the two coordinate axes in a horizontal plane is performed, and the old sleeper can be rapidly hoisted out andreplaced with a new sleeper. Time and labor cost are saved, construction cost is low, and the tool and the method are simple and easy to implement.
