Key points of the technical scheme includes: the dampproof basement comprises an indoor space which is dug underground and a floor; separation between walls of the indoor space and soil is formed by concrete blocks; the dampproof basement further comprises a transparent glass fiber tube anda face plate; the surface of the face plate is near a concrete block layer; a ventilation gap is formed between the face plate and the concrete block layer; the ventilation gap penetrates upwards toabove the ground; the transparent glass fiber tube is positioned at the bottom of the ventilation gap; the bottom end of the face plate is in contact with the surface of the transparent glass fiber tube and the contacting area is sealed; a heating cavity is formed in the transparent glass fiber tube; a heating lamp is arranged in the heating cavity; a top hole and ventilation holes are formed in the transparent glass fiber tube; the heating cavity and the ventilation gap communicate with each other through the top hole; and the heating cavity and the indoor space communicate with each other through the ventilation holes. The dampproof basement can realize multiple functions including damp resistance, illumination, warming, ventilation and water drainage at the same time, and has better energy saving effect.
