The construction device comprises a hoisting frame, a plate conveying vehicle anda rail system, a hoisting mechanism is arranged on the hoisting frame, a fixed supporting leg and a movable supporting leg are arranged at the two ends of the hoisting frame respectively, and an auxiliary wheel is arranged at the position, close to one end of the movable supporting leg, of the bottom of the hoisting frame; the plate conveying vehicle is provided with a bearing wheel, an auxiliarywheel and a jacking mechanism; the rail system comprises a bearing rail, an auxiliary rail, a first movable rail and a second movable rail, the first movable rail and the second movable rail are eachprovided with an outer rail and an inner rail, the bearing rail is connected with the outer rail of the first movable rail, the auxiliary rail is connected with the inner rail of the first movable rail, and the first movable rail is connected with the second movable rail. The invention further discloses an application method of the device. The device aims to solve the problems of multi-load slippage, complex operation, high operation difficulty and the like in the prior art.
