The invention relates to a ballastless track sleeper and ballast bed convenient to adjust, which is used for greatly reducing and adjusting the position of a steel rail, creating conditions for sleeper milling and grinding operation and ensuring the structural safety and durability. The ballastless track sleeper and ballast bed convenient to adjust comprises sleepers which are longitudinally arranged on a ballast bed at intervals and protrude out of the upper surface of the ballast bed, wherein each row of sleepers is composed of two sleeper blocks which are transversely arranged at intervalsand connected into a whole through a connecting device; a body of the sleeper block is provided with a steel rail mounting groove and blocking shoulders on the two transverse sides, the surface of thesteel rail mounting groove is higher than the upper surface of the ballast bed, the surface, which moves downwards in the plumb bob direction by the milling depth and intersects with the blocking shoulders on the two sides, of the steel rail mounting groove is taken as a preset sleeper milling surface, and a to-be-milled area of the sleeper is reserved between the surface of the steel rail mounting groove and the sleeper milling surface; and the ballast bed is provided with a longitudinally-through square groove below the steel rail mounting groove, an inner cavity of the square groove is filled with a filler, the width of the square groove is not less than that of the to-be-milled area of the sleeper, and the bottom surface of the square groove is lower than a milling surface of the sleeper.
