The invention discloses a road construction section connecting device and method for ensuring normal and safe passage of a road. The device comprises a first pit cover. An L-shaped bearing frame is fixedly welded at the bottom of the first pit cover; a second pit cover is movably arranged between the top of the L-shaped bearing frame and the first pit cover; a drawing strip is fixedly welded to the front surface of the second pit cover and located in front of the first pit cover; and a limiting safety light reflecting device is arranged at the top of the second pit cover, a plurality of limiting hole strips are arranged at the top of the first pit cover, the number of the limiting hole strips is five, and a tensioning fixing device is arranged between the second pit cover and the L-shapedbearing frame. The limiting safety light reflecting device, the tensioning fixing device, a first cover fixing device and a second cover fixing device are used in cooperation so that normality of motor vehicles, non-motor vehicles and pedestrians can still be guaranteed after urban roads are excavated and broken due to various reasons, and a problem of traffic safety caused by a fact that smooth steel plates are temporarily and randomly laid on excavated and broken road surfaces is solved.
