The invention discloses a pontoon bridge lower transverse connecting device. The pontoon bridge lower transverse connecting device comprises a lower transverse plate pin and a lower transverse plate pin seat. The lower transverse plate pin and the lower transverse plate pin seat are arranged on two adjacent pontoon bridge units; and the lower transverse plate pin can rotate in a horizontal plane,is inserted into the lower transverse plate pin seat after rotating by a set angle to achieve transverse connection between lower portions of two pontoon bridge units, and is screwed out of the lowertransverse plate pin seat after rotating by a set angle reversely to achieve unlocking of the two pontoon bridge units.
