The invention relates to a land reclamation method for controlling flood. In coastal waters, an inland river and land reclamation inland river 1x, land reclamation river and lake 2x, a land reclamation cofferdam 3x, a land reclamation tide lock 4 and a land reclamation ship lock 5 are in flood preventing water connection; when open seas are in flood tide, the land reclamation tide lock is automatically closed, the river drains water, and the sustainable land reclamation water regions are used for storing water; when the open seats fall tide, the land reclamation tide lock is automatically started, all the river drained water and the water stored in the water regions are drained into the open seas until a new round of flood preventing water retaining water draining function for controllingflood by tide, and the land reclamation water surface and the tide water capacity thereof are used as equal water surface of flood and flood discharge, which cannot enable the rice regions from beingflooded; besides, river drained water and the water stored in the water regions can continuously remove flood control water and soil function using cofferdam beach salt alkaline land as flood preventing fresh water and flood control shipping function of automatically controlling the opening and closing of rivers or open sea shipping by the land reclamation ship lock for flood preventing automaticcontrol.
一种填海防洪法，在沿海水域内，内陆江河与填海内河1x、填海河湖2x、填海围堰3x、填海潮闸4和填海船闸5均为防潮水连接，当外海涨潮时，填海潮闸自动关闭，江河排水可持续水域蓄水；而外海退潮时，填海潮闸自动开启，所有江河排水和水域蓄水均为排入外海，直至潮汐新的一轮防潮蓄水的防洪排水功能，并以填海水面及其潮汐水量为江河流域免受水災的同等水面和洪水流量。同时，江河排水及其水域蓄水，可持续排除围堰海滩盐、碱地为防潮淡水的防洪水土功能以及填海船闸自控启闭江河或外海航运为防潮自控的防洪航运功能。
