The bottom of the cover body is open, the top of the cover body is closed, a cavity is formed in the cover body, and the cavity in the cover body is a cylindrical cavity corresponding to the top of a telegraph pole. The device has the beneficial effects that the device is convenient to carry, and the fixing mode of the device and the telegraph pole is simple; and the folding platform can be naturally unfolded by lifting an upper guard plate without complicated operation. It is convenient for a user to separate the device from the telegraph pole after work.
