The invention discloses a garbage collecting and aerating device for treating water surface pollution. The device comprises a main machine body and an aeration disc, wherein a storage box is fixedly arranged on the top surface of the main machine body; a storage cavity with an upward opening is formed in the storage box; the aeration disc is fixedly arranged on the bottom wall of the storage cavity; four supporting columns which are symmetrical about the center of the main machine body are fixedly arranged on the peripheral face of the main machine body; buoyancy blocks are fixedly arranged onthe bottom faces of the supporting columns. Control mechanisms capable of collecting garbage and part of water and conveying the water to the aeration disc are arranged in the main machine body and the supporting columns. The device can suspend on the horizontal plane, garbage flowing to the position near the main machine body can be collected through rotation of a rotating paddle, garbage and part of water flowing into the main machine body can be classified, and the water can be conveyed into the aeration disc through extrusion to be subjected to aeration treatment.
