The invention discloses a waste water and rainwater cyclic utilization device of a house building construction plant. The device comprises a collection pond, moving grooves are evenly arranged on thetwo sides of a port of the collection pond in the left-and-right direction, mounting plates are arranged in the moving grooves, and mounting holes are evenly formed in the mounting plates in the front-and-back direction. Material pipes are inserted in the mounting holes, side rings are arranged at ports of the material pipes, supporting frames are mounted on the side rings, motors are arranged atthe tops of the supporting frames, shaft holes are formed in the center positions of the supporting frames, and rotor shafts of the motors penetrate out of the shaft holes and are connected with connecting shafts. Through blade rotating, mixing of flocculating agents and water is accelerated, in the process that water and flocculating agents in the material pipes rotate, the water and the flocculating agents are scattered towards the peripheries of the material pipes through discharging holes under the action of centrifugal force, and due to the fact that the discharging holes are evenly distributed in various height layers of the material pipes, and the material pipes are evenly arranged in the collection pond, water in the collection pond can be evenly mixed with flocculating agent powder within short time.
