The invention discloses an idling lock head and a mechanical head. The lock head comprises a lock sleeve, a stirring wheel, a lock cylinder and an idling anti-theft secret key mechanism. A cylinder cavity formed is arranged in the lock sleeve along the axis, a wheel notch is formed in the lock sleeve, the cylinder cavity is divined into an outer side cavity and an inner side cavity by the wheel notch, and the stirring wheel is arranged in the wheel notch in the mode of rotating around the axis and is provided with a through hole coaxial with the axis. The lock cylinder penetrates through the through hole in the stirring wheel, is stored in the lock sleeve and comprises an idling cylinder, a locking cylinder and a clutch transmission cylinder, wherein the idling cylinder is contained in theouter side cavity and provided with a key hole, the locking cylinder is located between the idling cylinder and the stirring wheel and is positioned relative to the axial direction of the lock sleeve, and the clutch transmission cylinder is fixed relative to the circumferential direction of the idling cylinder and slides in the axis direction under the action of external force.
