The invention discloses an external prestressing lower slideway beam device for translation and a construction method. The external prestressing lower slideway beam device comprises a reusable prestressing inhaul cable, a prestressing anchorage device, front back counter-force beams and a lower slideway beam. During use, the counter-force beams are arranged on a traditional lower slideway beam atintervals in the length direction, holes are reserved in the counter-force beams, and the prestressing inhaul cable penetrates through the holes reserved in the counter-force beams to be tensioned andanchored. According to the external prestressing lower slideway beam device, the prestressing inhaul cable can be used for bearing horizontal jacking force during jacking translation, the number of longitudinal steel bars in the translation lower slideway beam is reduced, the external prestressing inhaul cable can be disassembled and assembled in a segmented mode to be alternately used forwards,and the prestressing inhaul cable can be recycled after a project is finished; an external prestressing lower slideway beam device is adopted in overall translation of a building, the device is simplein structure, the high strength of the prestressing inhaul cable is fully utilized, the prestressing inhaul cable is alternately reused in a segmented mode and reused after being recycled, the usingamount of steel bars in the lower slideway beam can be reduced, and the construction cost is reduced.
