The rotating device comprises a motor, a rotating disc and an irrigating pipe, wherein the rotating disc is arranged in a hollow state, one end of the rotating disc is connected with the motor, the other end of the rotating disc is connected with the first water drainage pipe in a rotating mode, the irrigating pipe is arranged on the side wall of the rotating disc and communicates with the rotating disc, the irrigating pipe is located abovethe green plant planting layer and provided with an irrigating port, and the irrigating port faces the green plant planting layer. The water storage pool can supply water for the green plant plantinglayer above the water storage pool and can also carry out irrigation from the part above the green plant planting layer, and the water supply range is large.
