The plugging mechanism comprises a plugging cover and a plugging plate, the plugging cover is a cover body with an opening in the bottom, a passage channel is formed in the plugging cover in a penetrating mode in a running direction of the slip form forming machine, and the height and width of the passage channel match those of a reinforcement cage; the plugging plate can be vertically inserted into or moved out of the portal frame of the reinforcement cage under the driving of a driving mechanism; a passing groove is formed in the plugging plate, an opening is formed in the bottom of the passing groove, and the passing groove matches the longitudinal bars of the reinforcement cage. When the template is used for construction, an anti-collision kerb or an anti-collision wall with a reinforcement cage frameworkinside can be constructed by adopting a slip form forming process, so that the construction efficiency is improved, and the construction cost is saved.
