The invention discloses an ecological governance system for small river basins of plateau mountains. The ecological governance system comprises a comprehensive governance pattern and technical measures, wherein the comprehensive governance pattern takes the following measures: performing soil preparation programming on cave-shaped regions at the mountain top, performing engineering soil preparation on level ditches and fish scale pits on the mountain, programming and building raised fields on the mountainside, building high-standard bench terraces at the foot of the mountain, and performing government on gullies at the bottom of the mountain.
