The invention discloses a basement floor construction method and a basement floor structure. The basement floor construction method comprises the following steps of S1: laying a corrugated pipe on a base layer; S2: threading steel strands into the channel of the corrugated pipe; S3: pouring waterproof concrete on the base layer until the waterproof concrete covers the corrugated pipe to form a waterproof concrete layer; S4; after the waterproof concrete is cured to the set strength, fixing the fixed ends of the steel strands in the waterproof concrete layer, and tensioning the steel strands through the tension ends of the steel strands; S5: grouting into the gap between the corrugated pipe and the steel strands; and S6: blocking the tension ends, wherein the steps S2 and S3 are in no particular order. The method does not need to lay a flexible waterproof layer on the bottom plate, avoids the water leakage problem caused by the laying quality of the flexible waterproof layer, and at thesame time, saves the complicated procedures in the process of laying the flexible waterproof material and saves the construction period.
