The invention discloses an emulsified asphalt cold-recycled mixture and a preparation process thereof. The emulsified asphalt cold recycled mixture comprises 58 parts of recycled asphalt with the thickness of 0-25 mm, 16 parts of a new aggregate with the thickness of 20-30 mm, 16 parts of a new aggregate with the thickness of 10-20 mm, 8 parts of a new aggregate with the thickness of 0-10 mm, 2 parts of Portland cement with the strength grade of 32.5, 3.8 parts of an emulsified asphalt mixture and 4 parts of water. The raw materials are green and environment-friendly; agricultural and forestrywastes and recycled asphalt are used as raw materials; the preparation method is simple in operation steps; and the balance between an emulsification reaction and a cement hydration reaction is effectively adjusted by adopting straws and modified rice straws, so that the emulsified asphalt cold-recycled mixture has relatively good mechanical properties, relatively strong anti-cracking and anti-aging properties and water stability.
