The invention discloses a high-pressure-permeation grouting device capable of monitoring the grouting condition and a grouting method. The high-pressure-permeation grouting device comprises a groutingdevice body, a grouting and loading device and a cleaning device, wherein the grouting and loading device communicates with the grouting device body and the cleaning device through a control valve. During grouting, an air compressor conveys air to a grouting pressure tank containing grouting materials via a pipeline, so that pressure in the grouting pressure tank is increased, and the mixture ofthe grouting materials in the tank is pressed to the grouting and loading device. Video monitors are installed on a top plate and the side walls of the grouting and loading device so that the groutingcondition can be monitored in real time; and the side walls are provided with a pulsed electromagnetic emitter and a receiver. Received reflection signals are transmitted to a display, and the compactness of grouting can be deduced by observing the change in waveforms and amplitudes. By means of the high-pressure-permeation grouting device, the grouting process can be monitored in real time, thecompactness of grouting is tested, the operation is convenient, and the results can be visually displayed.
