A washing power space is formed in the lower side of the speed reduction cavity; a driving space is arranged on the lower side of the washing power space; a bevel gear cavity is formed in the left side of the water hose wheel space; a transmission space is formed in the lower side of the driving space; open fixed sliding cavities are symmetrically formed in the left side and the right side of a transmission space respectively. The pressure of water pressure on the pier during water expansion can be effectively dealt with, the danger of pressure on the bridge body is avoided, meanwhile, the speed of vehicles on the bridge is limited when the water level is high, so that the safety of the bridge body is further protected, the stability and safety of the bridge are greatly improved, the higher the water level is, the stronger the fixity of the bridge piers to the riverbed is, and the impact of large water flow to the bridge can be coped with.
