The invention discloses a permanently-arranged oil containment boom. The permanently-arranged oil containment boom is lower in weight, improves the impact resistance of the oil containment boom, has higher corrosion resistance and ultraviolet resistance, prolongs the service life of the permanently-arranged oil containment boom, can reduce the collision frequency of the oil containment boom and reefs, and is convenient and easy to disassemble and assemble, and a material facilitates surface treatment so as to be used for chemical containment. A fence body (1) is a rubber belt, vertical columnsof holes are formed in the fence body (1) at certain intervals, a front aluminum alloy strip (2) and a rear aluminum alloy strip (2) are arranged on each vertical column of holes, the front aluminumalloy strip and the rear aluminum alloy strip clamp the fence body and then are fixed to the vertical columns of holes through bolts (5), a floater comprises a front aluminum alloy semicircular cylinder and a rear aluminum alloy semicircular cylinder, and the two aluminum alloy semicircular cylinders and the corresponding aluminum alloy strips are combined and fixed to form a cylinder shape.
