The invention is applicable to the technical field of buildings and provides a horizontal movement device and a horizontal movement window. The horizontal movement device comprises a framework, a horizontal movement frame, a fixed sealing element, a movable sealing element and a driving mechanism, wherein the framework is fixed to a wall or an auxiliary frame and is used for supporting and mounting; the horizontal movement frame is slidably arranged in the framework; the fixed sealing element is an component arranged on the framework and used for sealing; the movable sealing element is movablyconnected to the fixed sealing element and is used for forming a sealing structure together with the fixed sealing element and the horizontal movement frame; the driving mechanism is used for drivingthe movable sealing element to move towards the fixed sealing element and the horizontal movement frame; and a sealing material is arranged on a contact surface of the fixed sealing element or the movable sealing element. According to the horizontal movement device, when the horizontal movement frame is closed, the horizontal movement frame applies a force, which presses the fixed sealing elementand the horizontal movement frame, to the movable sealing element through the driving mechanism, and the movable sealing element, the fixed sealing element and the horizontal movement frame realize sealing through the sealing material. Therefore, untight sealing is avoided, and the situation that the horizontal movement frame moves inwards and outwards to be tightly attached to the fixed sealingelement to realize sealing is avoided.
