According to the invention, electric quantity can be supplemented to an electric vehicle when the electric vehicle runs; when the electric vehicleruns, the electric vehicle can be charged simply by being close to a guardrail beside a road and slowing down the speed, and the normal running speed of the vehicle can be recovered after connection;and the device only needs to be installed on the electric vehicle and then connected with the power source of the electric vehicle, the vehicle does not need to be redesigned, and the use threshold is greatly lowered.
