The lifting process of a cam disc is completed through cooperation of the incomplete gear and the rack plate, and through the rotation of five groups of collecting rods on the cam disc, fallen leaves can be collected in a fallen leaf collecting box through a collecting baffle; the device can effectively clean up damp leaves or leaves in ponding water, so that the applicability of the device is wider; through cooperation of a driving gear,a driven gear and reversing gears, the rotating directions of the two groups of cutting edges are opposite, the cutting effect is better than that of rotation in the same direction, the better the cutting effect is, the higher the fermentation speed of the fallen leaves is, and the higher the processing efficiency is.
