The invention discloses a prefabricated installing and anchoring system for a highway toll island. The prefabricated installing and anchoring system comprises a toll island main body and prefabricatedblocks, wherein the upper surface of the toll island main body is fixedly connected with a plurality of positioning reinforcing steel bars; the toll island main body is provided with a sliding rail;a plurality of first sliding blocks are in sliding connection in the sliding rail; the section of each first sliding block is of an L shape; the upper surface of each first sliding block is rotatablyconnected with a first threaded rod through a bearing; the top end of each first threaded rod is spliced with a first rotation wheel; each first threaded rod is in threaded connection with an installation block; a first rotation block and a second rotation block are jointly rotatably connected between the installation blocks through a hinge pin; and an installation plate is in sliding connection between the first rotation block and the second rotation block. The prefabricated installing and anchoring system has the advantages that a prefabricated block anchoring position can be more accuratelypositioned, errors generated by manual positioning can be avoided, a slope with a gradient can be more accurately positioned and anchored, and meanwhile, a situation that anchoring intensity is affected since an anchored reinforcing steel bar is aslant inserted into the ground can be avoided.
