The invention provides a water quality monitoring environment-friendly impounding reservoir system for stopping floating garbage of a water conservancy project. A communication network of the system is formed through a master station, a plurality of substations and communication equipment, and data information of impounding reservoirs in the plurality of substations is collected, transmitted, processed and controlled; water level signals and water quality signals of the impounding reservoirs and signals of floating garbage on the impounding reservoirs are detected by liquid level sensors, water quality monitoring sensors and cameras in the substations, are regulated converted and processed by control circuits and then are transmitted to a master controller in the master station; the masterstation can establish connection with the different substations to inquire about the data of each substation and control each substation as required; sub-controllers of the substations receive information, carry out calculation and send control signals to automatically control moving mechanisms and lifting units so as to stop floating garbage; and control cabinets are disposed in the substations,or the moving mechanisms and the lifting units can be controlled by the sub-controllers to stop the floating garbage.
