The invention discloses a flood-control well lid capable of automatically ascending and descending. The flood-control well lid comprises a supporting cylinder. The supporting cylinder is fixedly arranged in a sewer, and a first containing cavity which is vertically opened is formed in the supporting cylinder. A containing box is arranged on the upper side of the supporting cylinder, and a second containing cavity with an upward opening is formed in the containing box. A well lid automatic ascending mechanism is arranged in the second containing cavity and comprises first containing cavities which are symmetrically formed in the left side inner wall and the right side inner wall of the second containing cavity. A first rotating shaft is rotationally connected to the inner wall of the upperside of each first containing cavity, and a first torsion spring is fixedly arranged on each first rotating shaft. By means of the flood-control well lid capable of automatically ascending and descending, in rainstorm weather, the well lid can automatically ascend to make accumulated water discharged rapidly through adjustment; in addition, a garbage smashing device is arranged in the well lid, the sewer can be prevented from being blocked by garbage while water is discharged; and meanwhile, passing pedestrians and vehicles can stamp on the well lid so that kinetic energy conversion and powergeneration can be conducted, and energy storage is conducted.
