The invention discloses a slip-form construction bin top external scaffold base device and a construction method thereof. The device comprises a rack and an embedded bolt sleeve. The rack comprises avertically-arranged main support, a hook is arranged at the top end of the main support, a horizontal support is fixed to the side face of the main support, and multiple mounting columns are arrangedabove the horizontal support. An inclined supporting frame is fixed below the horizontal support, and the other end of the supporting frame is fixed to the lower end of the main support. A mounting plate is fixed to the main support. The embedded bolt sleeve comprises a rectangular mounting frame and multiple bolt sleeves, and the mounting plate is fixed to all the bolt sleeves through screws.
